Professional Engineering Services Framework
Wilson & Girgenti, PA (“WG”) provides licensed professional engineering services across multiple jurisdictions in accordance with applicable federal, state, and local laws governing the practice of engineering.
This Engineering Services Framework outlines the general scope, regulatory standards, and professional parameters under which WG performs its services. Project-specific services are defined in individual Proposals and Statements of Work (“SOW”), which incorporate this Framework by reference unless otherwise stated.
All services are performed consistent with the professional standard of care ordinarily exercised by licensed engineers practicing under similar circumstances at the same time and in the same locality. No warranty, express or implied, is made regarding regulatory approval, construction performance, or third-party actions.
Engineering design is based upon codes, standards, and regulatory requirements in effect at the time of permit submission, as adopted by the applicable Authority Having Jurisdiction (“AHJ”). Changes in code, interpretation, regulatory requirements, or jurisdictional directives may require additional services.
This Framework is intended to provide clarity regarding service boundaries, regulatory compliance, and roles and responsibilities. It does not expand or modify the specific scope defined within an executed Proposal or Agreement.
Governing Codes and Regulatory Compliance
All engineering services are performed in accordance with applicable laws, codes, and standards as adopted by the Authority Having Jurisdiction (AHJ), including but not limited to:
State Building Codes
State Administrative Codes regulating professional engineering practice
International Code Council (ICC) codes
National Fire Protection Association (NFPA) standards
National Electrical Code (NEC)
Energy Conservation and Accessibility codes
Any other governing regulatory requirements applicable to the Project
Design is based on codes in effect at the time of permit submission. Subsequent code changes, regulatory interpretations, or jurisdictional directives may necessitate additional services.
Mechanical Engineering Services
Mechanical engineering services may include, but are not limited to:
Mechanical design is provided for performance compliance and coordination purposes. Contractor means and methods, equipment procurement, installation sequencing, and commissioning are excluded unless expressly contracted.
Electrical Engineering Services
Electrical engineering services may include:
Electrical services exclude Fire Alarm Engineering unless specifically contracted as a separate discipline.
Plumbing Engineering Services
Plumbing engineering services may include:
Water quality testing, backflow certification, and utility service agreements are excluded unless separately contracted.
Fire Protection Engineering Services
Fire Protection engineering services may include:
Fire Protection services are performed in accordance with governing administrative code provisions regulating fire protection engineering practice in the project jurisdiction, including, where applicable, Florida Administrative Code (FAC) 61G15-32 and adopted NFPA standards.
Flow testing, fire pump procurement, installation services, and contractor means and methods are excluded unless expressly stated.
Fire Alarm Engineering Services
Fire Alarm engineering services may include:
Fire Alarm services are performed in accordance with governing administrative code provisions regulating fire alarm engineering practice, including, where applicable, FAC 61G15-32.008 and adopted NFPA 72 standards.
Monitoring services, programming, installation, commissioning, and contractor means and methods are excluded unless expressly contracted.
Structural Engineering Services
Structural engineering services may include:
Structural services do not include destructive testing, post-tension scanning, special inspection services, construction supervision, or contractor means and methods unless specifically contracted.
Construction Phase Services
Where contracted, WG may provide limited construction phase services including:
WG does not supervise construction, control jobsite safety, or assume responsibility for contractor performance.

Change Management
Services outside the defined Statement of Work require written authorization and may result in additional fees and schedule adjustments.
Version Control
This Framework may be updated periodically; however, the version in effect on the date of execution of a Proposal or Agreement shall govern that specific Project unless otherwise agreed in writing.
This Framework is provided for general informational purposes and does not modify the terms of any executed Proposal, Agreement, or incorporated Terms & Conditions.
